There are tickets for speeding, and there are tickets for driving too slowly

We all know about speeding tickets, but what’s not as well-known is that you can get a ticket for driving too slowly, too. The text of VTL 1181 is, “No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.” In our area, a ticket like this is most likely going to be issued on the Taconic State Parkway, the New York State Thruway, or various interstate highways.

This is how VTL 1181 is worded:

No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.

In other words, this is a law that depends on the judgment of the officer on whether you should have gotten this ticket, rather than on an objective measure such as speeding.
